S$250 One-Time Payment for Civil Servants in Singapore
The government of Singapore has started this scheme from October 2024. The eligible civil servants in Singapore will benefit from this scheme. They will get a $500 allowance to financially support their well-being and personal growth. All the eligible public officers will be able to use the payment, called FlexiGrow, flexibly “based on their own needs, such as courses for personal development and fitness programmes,” stated the Public Service Division (PSD) on Wednesday.
The Minister in charge of the Public Service, Chan Chun Sing, announced the opening of Public Service Week at ITE College Central on Wednesday. He stated, “We intend for most officers to benefit from FlexiGrow.” Many of Singapore’s civil servants (about 85,000) will get a year-end bonus that is the lowest in 10 years due to the weak performance of the Singapore economy and its uncertain outlook. They will get 0.1 months plus an additional one-off lump-sum payment of $250 to $1500.
To provide support to civil service officers who desire to continue serving Singapore and Singaporeans, the Public Service will also take the lead to raise the retirement and re-employment ages to 64 and 69, respectively, from 1 July 2025, one year ahead of the national timeline. This acknowledges that many older officers may want to remain active, which includes continuing to be actively involved in their jobs for longer in a variety of ways, as their life expectancy increases.
Eligibility Criteria
To be eligible to receive this benefit, an individual must fulfil the eligibility criteria as follows:
- Citizenship: The applicant must be a citizen of Singapore.
- Employment Requirement: In order to be eligible for this payment, the applicant must be employed in a government ministry or a statutory board to be regarded as a civil servant.
Payment Dates
The payment for civil servants in Singapore of $250 is provided to eligible applicants annually, half-yearly, quarterly, and monthly. The annual benefit of $500 has started for eligible civil servants from October 2024 onwards. The enhanced medical and dental subsidies will be provided from January 2025. Progressive Approach to Mid-year Payment
Against this backdrop and in close consultation with the public unions, the civil servants will be paid by the government a mid-year AVC of 0.45 month. An additional payment of $150 will be provided to the civil servants in grades equivalent to MX13(l) and MX14. And an additional payment of $250 will be provided to the civil servants in junior grades equivalent to MX15 and MX16, and also those in OSS Grades III and IV.
The economic study will be closely monitored by the government. It will take into account the regulations by the National Wages Council, which will be published later in the year, in calculating the year-end AVC payments.
Medical and Dental Benefits
The public service has decided to enhance its medical and dental benefits after a close discussion with the unions. The boosted medical and dental benefits will also apply to re-employed officers and statutory board employees.
Officers enjoy outpatient medical subsidies of up to $500 per year, with outpatient expenses at private clinics capped at a $20 subsidy per visit at present. To enhance their benefits and provide them with better support and facilities, the per-visit cap for outpatient visits to private clinics will be increased to $50 from 1 January 2025. By this improvement, now the officers who are eligible for Healthier SG can also better adhere to their personalised health plans with their registered Healthier SG clinic.
